Campus Delivery Service for Faculty and Staff

Faculty and staff who work on the main campus of Morehead State University can place a Campus Delivery Service request through the Library's online catalog for delivery of circulating items held by the Library. Student workers will deliver items to department or unit offices. Items may also be pulled and held at the Circulation Desk. If after 7 days the item is not picked up, the item will be returned to the collection.


Requests for the delivery service may be made at any time through the Library's catalog; however, the actual delivery service is available from 8 a.m. to 4:30 p.m. Monday through Friday, during the Library's regular open hours. For example, a delivery request placed before 9 a.m. on a weekday will be processed and delivered to the person's departmental office the same day. The service is not available when campus offices are closed.

Collection Development Policy

 

I. Institutional Objective

The Camden-Carroll Library collection is designed to support the total program and educational objectives of Morehead State University. Since the total program ranges from undergraduate through graduate levels, Camden-Carroll Library must offer resources and services to support the teaching and research needs of the students, faculty and community.
 

The collection development policy is intended to fulfill the requirements set forth by the Southern Association of Colleges and Schools, American Library Association Standards, and the objectives as defined by the Library.

 

II. Procedures for Selecting Materials

A. Responsibility of the Library staff

The Library Staff will be responsible for the development of general works, i.e., books, periodicals, pamphlets, maps, microforms etc., which do not fall within the scope of any single academic department's program, but which are of value to the programs of more than one department or the program of the University as a whole. Special effort will also be made to acquire works which in scope are broader that any particular discipline or field of interest defined in the curriculum. Support will be given to the development of a strong reference collection (with emphasis on bibliography, biography and research resources guides) because such a collection is the basic tool of scholarship and is comprised of books which cannot be borrowed from other libraries.
 

B. Responsibility of the faculty

An adequate university library can be developed only through the active interest of faculty members in recommending acquisitions pertinent to their specialized fields. Academic departments are allocated a portion of the library budget each fiscal year to spend for library materials. However, materials acquired upon the recommendation of a department will not be designated for the exclusive use of any person or group. Each department chairman is expected to make an equitable distribution of the departmental library allocation in order to provide library support for the work of the entire department according to the general library acquisitions policy.
 

C. Gifts

Many excellent and important materials have been added to the collection as gifts. Books and other material are accepted only if the Library does not already have a copy, or if the Library may dispose of them if they fail to make a worthwhile addition to the collection. All gift books added to the collection or purchased with money given to the Library will be incorporated within the Library's general collection. Book plates will be placed in gift books upon request of donor. Gifts of rare books will be placed in the Special Collections when appropriate.

The Camden-Carroll Library will not be responsible for the donor's monetary valuation statement for tax or other purposes.

 

III. General Policies

A. Multiple copies

Faculty members are encouraged to suggest the number of copies of a single title they deem necessary, but the final decision on the number of copies of a single title to be added to the collection will be determined by the Library staff after consultation with the requesting faculty member.
 

B. Non-book materials

Auditory and visual non-print materials will be acquired by the Library as needed to support the curricular needs of the University. All non-book materials will be subject to the same criteria of selection as apply to printed materials.
 

C. Weeding

Weeding, or the removal of obsolete materials for purposes of discarding, is considered an integral part of the total organized effort to study and develop the collection. Excess duplicate copies of seldom used titles and badly damaged copies are withdrawn from the collection.
 

D. Controversial materials

The Library will make available to students and faculty, books and other materials offering the widest possible variety of viewpoints, regardless of the popularity of these viewpoints or of the popularity or unpopularity of the authors or of the frankness of language or controversial manner an author may use in dealing with subjects of religion, politics, sex, or social, economic, scientific, or moral issues.

Interlibrary Loan Borrowing Policy

 

Purpose

The purpose of interlibrary loan (ILL) is to expand access to information by sharing resources among libraries. Camden-Carroll Library will borrow materials needed by our users that are owned by other libraries. We will also lend materials to other libraries from our collection when requested.
 

The Interlibrary Loan Department is located on the third floor of Camden Carroll Library in room 305. It is responsible for administering the ILL service.

ILL service is governed by copyright law (Title 17, U.S. Code); the policies and procedures of Morehead State University and Camden-Carroll Library, the Kentucky Library Network, and the Southeastern Library Network; the National Interlibrary Loan Code; and the International Lending Principles and Guidelines for Procedure.

 

Authorized Users

ILL services are available for Morehead State University faculty, emeritus faculty, staff, graduate students, and undergraduate students. Users not affiliated with MSU may obtain ILL services through their public libraries.

 

Interlibrary Loan Borrowing

Interlibrary Loan personnel will advise borrowers on using interlibrary loan versus using other libraries, and on the time and costs involved with obtaining requested materials. The Interlibrary Loan Department will also provide the relevant academic departments and library managers with reports of often-requested materials.

 

Cost of Service

Materials will be obtained through interlibrary loan at no charge to the borrower, with the exceptions noted below:

  • Fines and fees incurred for overdue or lost books, microfilm, etc. These fines and fees will be charged to the borrower in the same manner as if the materials were lost from our library's own collection.
  • Charges for extra services, such as fax, rush, or express mail/shipping service.
 

ILL services will be suspended for any borrower who abuses this privilege by repeatedly damaging or losing materials, failing to return items on time, or who does not pay incurred fines and charges.

 

Time Requirements

The ILL department will normally process requests from borrowers within three (3) working days of receipt of a properly completed ILL form. The department will provide email notification to all borrowers of any problems with their requests.
 

The time it takes to receive an item depends on the type and availability of the material. Allow at least one to two weeks for delivery. You can choose to have periodical articles mailed to you when they arrive, or you can elect to be notified by email when they are available for electronic delivery. You must pick up any books you order at the Circulation Desk.
 

Rush requests for periodical articles may be possible. The requestor is responsible for any extra fees or charges associated with a rush request.

 

Material Which May Be Requested

  • Books, monographs, or copies of articles in periodicals not owned by Camden-Carroll Library
  • Books, monographs, or copies of articles in periodicals marked "missing" or "lost" in the online catalog.
 

Material Which May NOT Be Requested

  • Books owned by Camden-Carroll Library which are temporarily in use (i.e., checked out), materials for class, reserve, or other group use
  • More than four (4) articles from the same journal within one calendar year IF the articles were published within the last five (5) years, unless the patron agrees to pay any copyright royalty charges. These charges vary according to the periodical title.


The lending library has the right to grant or deny any request we may make for materials in their collection.

 

Submitting an ILL Request

The requestor should submit the appropriate ILL form (loan request for book/microfilm and photocopy request for periodical articles). Include complete bibliographic information as well as the source for the citation. The forms are available electronically through the Interlibrary Loan Web site, and may be linked to from the Library's online databases.

 

Borrower's Responsibilities

  • Agree to comply with the conditions of the Copyright Law by clicking the SUBMIT button on the ILL form when appropriate.
  • Pay any fees or charges in excess of the library maximum subsidized cost.
  • Return materials such as books or microfilm by the due date marked on the item. Copies of materials, i.e., photocopies of articles, do not need to be returned. The ILL department does not return material which was not obtained through ILL at Camden-Carroll Library.
  • Request renewals for borrowed items at least 24 hours in advance of the due date. No renewals will be issued for materials which are overdue. The borrower is responsible for checking back to confirm approval of the renewal request.

Off-Campus Delivery Policies

Free home delivery of library material is available to all off-campus students, faculty, and staff.

 

How It Works

The Library will mail library material to off-campus patrons' homes and email any electronic scans requested through the Request It Service system, called ILLiad. Patrons are responsible for returning library items to the Morehead campus. Students at MSU at Ashland and MSU at Prestonsburg may return items to the local KCTCS Library.

 

Requesting Items in ILLiad

To request items from the Library, log into the Library's ILLiad system with your MSU ID number and password. If you have never used the system before, it will prompt you to register. Patrons may designate themselves as a DL/Ext. Campus Undergraduate or DL/Ext. Campus Graduate during the registration process.  Once you have registered, please choose the type of item you would like to request from the left-hand New Request menu.

 

What You Can Request

Any circulating library item may be requested, including books, videos, CDs, government documents, and more. Scans of printed articles may also be requested. Non-circulating items and other restricted material require special consideration. Please contact Regional Campus Library Services directly at 606-783-2819.

 

Who Qualifies?

Any student not taking a class at the Morehead campus is eligible for off-campus home delivery of library items. Any faculty or staff member who works primarily at the Regional Campuses also qualifies.

NOTICE: Warning Concerning Copyright Restriction

The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted materials. Under certain conditions specified by the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specified conditions is that the photocopy or reproduction is not to be "used for any purpose other than private study, scholarship, or research." If a user makes a request for or later uses a photocopy or reproductions for purposed in excess of "fair use," that user may be liable for copyright infringement. This institution reserves the right to refuse to accept a copyright order if, in its judgment, fulfillment of the order would involve violation of copyright law.

Fines & Fees Appeals Procedures

Camden-Carroll Library patrons who have a dispute with the fines/fees that have been assessed in their name, may choose to have their dispute heard by the Fines/Fees Appeals Committee.

 

Appeals Procedures

I. Before an appeal is filed, a discussion with the Head of Access Services, or a designee, should take place. If an agreement cannot be reached, the patron may wish to file an appeal.
 

II. The appeal may be filed in the Dean's office or the Access Services Department, using an appeals form provided.  The patron record will be modified to show the fines/fees being appealed, and that all holds and other limitations on library use will be removed until the appeal is decided.
 

III. The Dean of Libraries or, in his/her absence, the Head of Access Services, or designee, is required to submit all appeals to the chairperson of the Committee within three working days after the appeal is filed.
 

IV. Appeals shall be heard once a month on a regular schedule during the fall and spring semesters, with a 10-day notice to appellants.  The cut-off date for appeals each month will be 2 weeks in advance of the hearing date.  Appeals received after that date will be addressed at the next month's hearing.
 

V. The appellant may appear in person at the hearing and is allowed one other person to appear on the appellant's behalf.  Any evidence that the appellant wishes to submit may be presented, provided it is valid and relevant in respect to the appeal.
 

VI. If the appellant informs the Head of Access Services within a week of the hearing that he/she is not able to attend for a justifiable reason, the Head of Access Services may allow the appellant the opportunity to appear at the next scheduled meeting.
 

VII. If the appellant fails to appear at the first scheduled hearing without informing the Committee OR if the appellant is not present at the second scheduled hearing, the Committee will make a decision based on the information available.
 

VIII. The Head of Access Services, or designee, and the appellant will be notified of the Committee's decision within three working days of the hearing.
