The Commonwealth Educational Opportunity Center provides outreach services to adults in 35 eastern Kentucky counties located east of Interstate 75. A Counselor visits each county weekly, assisting any adult who resides in one of these counties to enroll in college.

The Commonwealth Educational Opportunity Center's Main Office is located in Morehead, Kentucky, and has nine outreach offices located throughout eastern Kentucky in Ashland, Corbin, Hazard, Jackson, Middlesboro, Mt. Sterling, Pikeville, Prestonsburg, and West Liberty.
