Federal Pell Grants
The Federal Pell Grant is a federally funded student aid program designed to provide eligible undergraduate students enrolled at approved post-secondary educational institutions a base financial support for a post-secondary education. Eligible students normally may receive the Federal Pell Grant until requirements for the first four-year undergraduate degree are met. The Federal Pell Grant is a grant, and normally no repayment is required.
Eligibility
A student may be eligible for a Federal Pell Grant:
- if they are enrolled in an undergraduate course of study;
- if they are a citizen of the United States or are in the country for other than temporary purposes and intend to become a permanent resident; and
- if they have not already completed the requirement for the first four-year undergraduate degree.
A student may receive Federal Pell Grant for correspondence courses taken during the fall and spring semesters at MSU, if they are a part of an associate or bachelor's degree program. The courses must be started and completed during the regular term. Specific requirements are available from the Office of Enrollment Services.
Those applicants whose financial circumstances have changed significantly since last year because of the death of a parent or spouse, the loss of income, or the divorce or separation of applicants, etc., may request a reevaluation of their application. This reevaluation of the application is known as Professional Judgment. For more information about Professional Judgment and when special circumstances can be evaluated, please contact the Office of Enrollment Services.
Award
Eligibility for and the amount of the Federal Pell Grant award are determined by a standard financial need analysis formula applied uniformly to all applicants.
Federal Pell Grant awards for the academic year 2008-2009 at Morehead State University will range from $400 to $4,050. Limits are subject to change without notice.
Federal Pell Grant awards are normally disbursed in equal amounts; one-half for fall semester and one-half at spring semester.
Students who have remaining Federal Pell Grant eligibility may be able to receive Federal Pell Grant funds for the Summer session at MSU. You must complete a Summer Personal Data Sheet to be considered. Please contact the Office of Enrollment Services for further information about receiving Federal Pell Grant funds during the summer.
Application
Application for the Federal Pell Grant may be made by completing the Free Application for Federal Student Aid (FAFSA) and the Morehead State University Student Financial Aid Personal Data Sheet (PDS).
The Free Application for Federal Student Aid may be obtained from any high school counselor or from the Office of Enrollment Services at Morehead State University.
Student Responsibilities
- The Department of Education's Central Processor will notify the student after the application has been processed.
- The student must maintain satisfactory academic progress.
- The student must not be in default on any previously received educational loan (Federal Perkins, Federal Stafford, or Federal SLS).
- The student must not owe a refund/repayment for grants previously received for educational purposes (Federal Pell, FSEOG, or Cap Grant).
Verification
The Department of Education has established an information verification process in an effort to reduce errors in the application and award portion of the program.
As a part of this process, Federal Pell Grant applications are selected through a series of edit checks and by random selection.
Federal Pell Grant money cannot be disbursed to students selected for verification until all information requested from the student has been submitted and the verification completed.

Federal Supplemental Education Opportunity Grant (FSEOG)
The FSEOG is a federally subsidized student aid program designed to assist eligible undergraduate students with financial need in meeting post-secondary educational expenses. Students who receive FSEOG normally are not required to repay the grant.
Eligibility
A student may be eligible for a FSEOG:
- if they are enrolled in an undergraduate course of study;
- if they are a U.S. citizen or a permanent resident; and
- if they have demonstrated need as determined by an approved need analysis system.
Awards
FSEOG awards may range from $100 to $4,000 per academic year, depending on the student's financial need, the other financial aid funds received by the student, and the availability of funds at the school. Due to limited resources, the average FSEOG award at MSU is $400.
Application
Application for the FSEOG may be made by completing the Free Application for Federal Student Aid (FAFSA) and the Morehead State University Student Financial Aid Personal Data Sheet.
Student Responsibilities
- The student must complete the proper forms in order to be considered.
- The student should apply early in order to be given the maximum consideration.
- The student must maintain satisfactory academic progress.
- The student must not be in default on any previously received educational loan (Federal Perkins, Federal Stafford, or Federal SLS).
- The student must not owe a refund/repayment for grants previously received for educational purposes (Federal Pell, FSEOG, or Cap Grant).

College Access Program Grant (CAP)
The CAP Grant is a state student aid program, administered by Kentucky Higher Education Assistance Authority (KHEAA), designed to assist eligible residents of Kentucky in meeting the expenses of a post-secondary education. These grants are one year monetary awards. The CAP Grant normally does not have to be repaid unless the student fails to attend class, changes enrollment status, withdraws, or subsequent review and verification reveals resources not previously considered.
Eligibility
A student may be eligible for a CAP Grant:
- if they are an undergraduate student;
- if they are enrolled in a degree program;
- if they are a Kentucky resident; and
- if they have demonstrated need as determined on a financial aid application.

Application for a CAP Grant may be made by completing the Free Application for Federal Student Aid (FAFSA) and the Morehead State University Student Financial Aid Personal Data Sheet.
Student Responsibilities
- The student must maintain satisfactory academic progress.
- The student must not owe a refund/repayment for grants previously received for educational purposes (Federal Pell, FSEOG, or Cap Grant).
- The student must not be in default on any previously received educational loan (Federal Perkins, Federal Stafford, or Federal SLS).
- The CAP priority filing date is March 15 of the award year.

The Academic Competitiveness Grant is a federal grant available to first- and second-year students for the 2008-09 academic year.
Eligibility
A student may be eligible for an Academic Competitiveness Grant:
- if they are eligible for a Federal Pell Grant;
- if they are a United States Citizen;
- if they are a full-time student enrolled or accepted in a two- or four-year degree-granting institution of higher education;
- if they are a first- or second-year student*; and
- if they have completed a rigorous secondary school program of study** as established by a state or local educational agency and recognized by the U.S. Secretary of Education.
*First-year students must not have been previously enrolled in a program of undergraduate education and must have graduated from high school after January 1, 2006. Second-year students must have graduated from high school after January 1, 2005, and have had at least a cumulative 3.0 grade-point average (GPA) during their first year of college.
**Completion of one of the following will be considered as a rigorous secondary school program of study for the 2006-07 academic year:
- Completing one of the student's state's designated secondary school programs of study;
- Completing a State Scholars Initiative program;
- Completing a set of course requirements that is similar to the State Scholars requirements; and
- Achieving a specified score on Advanced Placement/International Baccalaureate tests after course completion.
Awards
The Academic Competitiveness Grant award may be up to $750 for a first-year student and up to $1,300 for a second-year student. The award amount is dependent upon the student's financial need, the other financial aid funds received by the student, and the availability of funds.

National SMART Grant
The National Science and Mathematics Access to Retain Talent (SMART) Grant is a federal grant available to third- and fourth-year students for the 2008-09 academic year.
Eligibility
A student may be eligible for a National SMART Grant:
- if they are eligible for a Federal Pell Grant;
- if they are a United States Citizen;
- if they are enrolled full-time in a four-year degree-granting institution of higher education;
- if they have at least a cumulative 3.0 GPA in college; and
- if they are pursuing a major in mathematics, science (including physical, life, and computer sciences), technology, engineering, or a critical foreign language.
Awards
The National SMART Grant award may be up to $4,000 per year. The award amount is dependent upon the student's financial need, the other financial aid funds received by the student, and the availability of funds.
