2009 Overview of the Microcomputer Acquisition Program
The Morehead State University Microcomputer Acquisition Program (MAP) facilitates replacement of microcomputers located in academic labs, classrooms, and campus offices. Replacing computers on a four-year cycle allows Morehead State University to maintain up-to-date desktop and portable computing technology in student labs and faculty/staff offices enhancing Morehead State University's ability to provide a high-quality learning experience using the latest technology.
Each year approximately seven hundred replacement computers are acquired in the summer. These PCs are both replacements for existing machines reaching the end of their replacement cycle and initial placement machines increasing the number of computers included on MAP.
Replacement of classroom and academic lab machines receive the highest priority on the installation schedule each year. Following installation of classroom and academic lab machines are faculty and staff machines - typically placed during the early fall.

Machines Eligible for MAP Replacement in 2009
Every Microcomputer Acquisition Program (MAP) machine has a small, rectangular sticker located prominently on the front of the CPU. This sticker (along with its serial number and MSU Properties ID) identifies the machine as belonging to the MAP. The color of the MAP sticker indicates the MAP cycle in which it was acquired - and therefore will be replaced. The table below identifies the replacement cycle for current MAP machines:

Most microcomputers at Morehead State University are covered by the Microcomputer Acquisition Program (MAP). There are, however, microcomputers acquired through non-recurring fund sources such as grants, which are not covered under the MAP. Machines not covered under MAP will not be replaced. If you have a question about whether a MSU owned computer is on the MAP please contact Cindy Gardner Rowland (c.gardner@moreheadstate.edu) via email for verification. You will need to provide the MSU property tag number of the machine in question. The MSU property tag may be located anywhere on the machine, but is always a small, rectangular, white tag with a number starting with several zeros.

Procedure for Replacement of MAP Computers
At the end of its three year period, departments must initiate the request for replacement of an existing MAP machine and identify the machine's current location. The replacement process is initiated by completion of a MAP Replacement Request form each year and returning the form to the Technology Service Center, Cindy Gardner Rowland, 109 Lloyd Cassity.
Replacement machines will only be ordered for departments that complete the MAP Replacement Request Form. If a MAP Replacement Request Form is not submitted for a machine in the year it is due for replacement, the machine will be eligible to be replaced in the next MAP cycle under a grace period lasting one year.
Acquiring a New MAP Initial Placement Computer
To acquire a new computer under MAP a department should request an initial placement machine. Initial Placement Computer Requests identifying an account to be charged and bearing vice president approval must reach the Budgets Office by March 27, 2009 to be included in the current year MAP cycle.

User Responsibilities for MAP Machines
While the MAP computer will physically be in the possession of the individual to whom it is assigned, the University owns all MAP computers. Portable computers can be taken home; however, users should remember the computer belongs to the University and should not be loaned to another individual. It is the responsibility of each MSU faculty or staff member to safeguard portable computers from damage or theft. Normally, desktop computers are not removed from University property and should not be removed from their assigned location.
When an individual terminates employment with the University, they must return any portable computer in their possession to their department chair or unit head. Verification of return of the portable computer will be part of the University's separation clearance procedure. While computers are assigned to individuals for use, MAP computers normally must remain within the department in which they were originally placed. If a department finds it necessary to reassign a MAP computer because an employee resigns, moves to another department, etc., the department chair or head should notify Cindy Gardner Rowland via email (c.gardner@moreheadstate.edu) so the Office of Information Technology can update MAP records.
When users receive a MAP desktop, laptop, or PC tablet machine they will be asked to review and sign a user contract verifying they understand and accept their responsibility as a recipient of a MAP computer.
Department chairs, unit directors, or their designee will be asked to sign for academic classroom and lab computers, and computers not assigned to a specific employee.

Can I keep my old MAP computer when I get a new replacement?

I currently have a desktop computer. Can I upgrade to a laptop or PC tablet?
Yes. A desktop computer can be upgraded to a portable computer or MAC when it is scheduled for replacement with arrangement of additional MAP funding. Arrangements for funding and identification of a budget from which to fund the upgrade must be completed with the Office of Budgets prior to requesting an upgrade. This request can be made on the Office of Budgets Initial Placement Form by indicating the type of upgrade you are requesting and entering the amount below. The deadline for initial placements and upgrades is March 27,2009.
Identifying an upgrade request on the MAP replacement form will NOT ensure an upgrade will be ordered. You must complete the process with the Office of Budgets prior to the Office of Information Technology placing the MAP order to secure the upgrade. The recurring costs for upgrades are:
PC desktop to a PC laptop is $150.
PC desktop to PC Tablet is $250.
PC laptop to PC Tablet is $100.
PC Desktop to MAC desktop or laptop is $250.
MAC desktops can be upgraded to a MAC laptop or PC Tablet at no cost.
MAC laptops can be upgraded to a PC Tablet at no cost.
I am in a grant funded (soft money) program. Can I get a MAP initial placement?
No, at this time soft money programs are not eligible to participate in MAP.
How can I get an existing machine on the MAP?
There is no procedure for transferring an existing machine to the MAP. If you need a MAP machine you should request an initial placement during the normal budget planning cycle.
How do I get my MAP machine serviced?
Should your portable computer require service you may bring it (including all cables and power supply) to the Technology Service Center at 108 Lloyd-Cassity. Desktop models will be serviced in your office by an OIT consultant. To request service for your desktop, call the OIT help desk at 783-5000.
If I buy a machine outside of the MAP with departmental funds will OIT still service it?
Yes, the Office of Information Technology will service non-MAP machines providing they are from a supported manufacturer (currently HP & Apple), and are under warranty. You should always purchase a four-year warranty when acquiring non-MAP machines to ensure service through the useful life of the equipment.
Computers from non-supported vendors: older, out of warranty supported models: and ex-MAP computers cannot be serviced by OIT staff. For more details see the OIT support policy.
What software comes with my MAP replacement or MAP initial placement computer?
MAP computers are delivered to you with a standard suite of software which includes Microsoft Office Suite, McAfee Total Virus Defense, Internet Explorer browser, Microsoft Windows XP Operating System, Datatel software and Adobe Reader.
Can I install new hardware into my MAP computer?
Departments may add user-installable devices such as USB drives; however, any internal device should be installed by an Office of Information Technology consultant by calling the OIT Help Desk at 783-5000.
What if someone steals my MAP computer?
If your computer is stolen you should report the theft immediately to Cindy Gardner Rowland (783-5486) within the Office of Information Technology and file a theft report with the MSU Police Department. While the Office of Information Technology maintains inventory data on MAP computers you are advised to maintain a record of the MSU inventory tag number on your portable computer to expedite the theft report process. Stolen computers will be replaced at the computer's regularly scheduled four-year replacement schedule set for the machine or upon receipt of insurance reimbursement funds. User departments will be required to cover the deductible amount for all insurance claims filed for stolen computers.
What can I do to prevent theft of my portable computer?
Portable computers are at a higher risk for theft. You should never loan your portable computer to others, and should be diligent in making sure the portable computer is secured when not in your possession. It is advised you lock your office if leaving a portable computer in it - even for short periods. It is also important you be particularly alert when traveling with your portable computer as airports and other public places experience a particularly high incidence of portable computer theft. When traveling, it is advised you keep the portable computer in your physical possession at all times.

MAP Lease-Purchase Program
Faculty and staff will be given the opportunity to lease/purchase their old MAP computer. State guidelines for the disposition of surplus property prohibits selling surplus computers having a residual value outright to faculty and staff. The MSU lease/purchase program allows a faculty or staff member to lease their old MAP computer, with the University retaining ownership, during the period it retains a residual value (three years). At the end of the three-year period, the computer has no residual value and ownership is transferred to the faculty or staff member holding the lease. A one-dollar buy-out is included in the one-time lease payment the faculty or staff members pay when their MAP machine is replaced. Of course, participation in the program is optional. Lease/purchase costs are as follows:
Gateway Laptop: $200
Gateway Tablet: $250
Gateway Desktop: $125 (the Gateway Desktop does not include the flat panel monitor).
Apple Desktop or Laptop: $250
Individuals may participate in the lease once in a four-year period - normally when their machine is up for replacement with a new MAP computer. During the lease period, MSU can offer no service and support on these computers and they are provided strictly "as is". When an individual's computer is scheduled for replacement a sample contract and instructions on how to complete the lease/purchase agreement will be emailed in advance of the MAP placement so the individual can decide if they wish to participate in the program.
It is anticipated that a number of desktop computers will not be leased/purchased by the individual to whom they are assigned. These computers will be made available under the standard lease/purchase contract on a "first come, first serve" basis to all MSU employees who have not previously (within a three-year period) participated in the lease/purchase program by lease/purchasing a computer. Individuals wishing to lease/purchase one of these computers should send email to maplease@moreheadstate.edu providing the following information:
1) Name, phone number, and MSU department
2) Type of computer they wish to lease/purchase: PC or MAC
These requests will be honored on a "first come, first serve" basis using email time and date stamp. Please forward this information to your staff and post on bulletin boards for staff that may not have access to email on a regular basis.
