Community Advisory Board Meeting Minutes - November 1, 2009

The meeting began at 3:04p.m. in the studios of Morehead State Public Radio (MSPR) at Morehead State University (MSU). Mary Jerde, MSPR Community Advisory Board (CAB) Chair, welcomed members of the CAB, MSPR staff and guests.

Old Business

Minutes of the August 2, 2009 meeting were reviewed. CAB members were presented a copy of the minutes prior to the meeting. There was a motion by Mr. Hinton with a second by Ms. Shaffer to approve the minutes as presented. The motion passed.

MSPR’s Quarterly Program Report for the period of July through September 2009 was presented and discussed. A copy of the report was provided to members of the CAB prior to the meeting.

Mr. Hitchcock shared the most recent totals from the Fall Fundraiser and Membership Drive. A total of $35,675 was raised from 396 pledges (members). There were 72 new members with 22 of those pledges from the website. Hitchcock indicated the new programs added during the summer had good responses and there was no negative feedback regarding the lack of thank-you premiums. The MSPR staff will be working on new approaches to fundraising and membership, such as reaching-out to WMKY and MSPR alumni. Hitchcock shared his appreciation and support of the CAB.

New Business

Mr. Hitchcock reported that MSPR’s three web streams (live, classical and jazz) have been temporarily removed from the website because of new music licensing issues and reporting requirements to file information on the music content provided via the internet. Similar to ASCAP and BMI music licensing, all radio stations, including internet radio outlets, are now required to file quarterly reports with Sound Exchange. Due to MSPR’s capacity to host a limited number (100) of active participants at one time and the detailed, time-consuming information required, the web streams have been removed while options are being considered. Hitchcock mentioned MSPR intends to return the live web stream once these issues have been resolved.

The CAB discussed the requirements for the Community Advisory Board Student Leadership Award. It was discussed to remove the requirement of letters of recommendation, raise the minimum overall GPA from 2.50 to 3.00 and to judge the student applicants on their essay at 80% and the GPA at 20%. There was a motion by Ms. Shaffer with a second by Mr. Hinton to approve the changes as discussed. The motion passed.

The 2010 CAB meeting schedule was discussed. The quarterly meeting dates for 2010 presented by Mr. Hitchcock were February 14, May 2, August 1 and November 7. Meetings will be held at the MSPR studios beginning at 3:00p.m. There was a motion by Mr. Hinton with a second by Ms. Shaffer to approve the 2010 CAB meeting schedule as presented. The motion passed.

The CAB discussed officers for 2010 with terms beginning January 1, 2010 and ending December 31, 2010. As described in the CAB by-laws, Ms. Cathie Shaffer, current CAB Vice-Chair, will become CAB Chair. There was a motion by Ms. Jerde with a second by Ms. Shaffer to approve Mr. Steele Hinton as CAB Vice-Chair. The motion passed. There was a motion by Ms. Shaffer with a second by Mr. Hinton to approve Ms. Mary Jane Humkey as CAB Secretary. The motion passed. Hitchcock thanked Chair Mary Jerde, Vice-Chair Cathy Shaffer and Secretary Tom Lewis for their leadership during the past year.

Adding three new CAB members was briefly discussed. After December 31, 2009, the CAB will replace three CAB members to serve a three year term through December 31, 2012. Following general discussion, there was a motion by Ms. Shaffer with a second by Mr. Hinton for Mr. Hitchcock to proceed with his suggestion of three names for approval by the President of Morehead State University, based on the recommendation of the Vice President for University Advancement. The motion passed.

Hitchcock shared details on MSPR’s plans for seasonal programming. A total of thirty-two special programs have been scheduled for the Thanksgiving, Winter Solstice, Chanukah, Christmas, Kwanzaa and New Year’s holidays. In addition, several of MSPR’s regular programs (local and network) will offer special shows for the holiday seasons. The list of specials, along with detailed descriptions, will be posted on MSPR’s website. In addition, a letter is being planned to be sent to current MSPR members with a list of the seasonal programming. Hitchcock mentioned that local business underwriters will be solicited to help offset the minimal cost of the special programming.

Hitchcock asked members of the CAB for feedback on MSPR’s mission and goals for the next 1 to 3 years. After general discussion, several goals were mentioned, including to maintain and increase listener membership, attract younger listeners and integrate MSPR programming in the classrooms, implement new technologies, restore web streaming and continue to use interactive listening/sharing applications (website, cell phone, mp3, social networking, etc.), increase promotion and marketing efforts, expand on community partnerships and continue the good balance of local, regional and national programming.

Closing Comments

Mr. Hitchcock thanked members of the CAB for their ongoing support. Special thanks were extended to Mr. Stephen Dobson, Ms. Mary Jerde and Mr. Tom Lewis for their three years of service on the CAB.

There was a motion by Ms. Shaffer with a second by Mr. Hinton to adjourn. The motion passed. The CAB meeting concluded at 3:54p.m. The next CAB meeting is scheduled for Sunday, February 14, 2010 at 3:00p.m. in MSPR’s studios. Refreshments were available to members of the CAB, MSPR staff and guests.
