Certification Processes
Initial Teacher Certification
Candidates who have completed an initial teacher education program are eligible to apply for an initial Kentucky teaching certificate.
- Send a final and official copy of your transcript to the Education Professional Standards Board. Graduates will have received notification via email from the Registrar’s Office or Graduate School, respective to their program. Transcripts must verifyprogram completion.
- Send all official Praxis assessment reports to the Education Professional Standards Board and Morehead State University. For a complete list of Praxis certification tests required, please refer to the list of Kentucky Test Requirements. For financial assistance with Praxis, please refer to the Praxis Fee Waiver Program.
NOTE: The EPSB recommends using National Clearinghouse to send transcripts. If using a 3rd party provider that requests a recipient email to send transcripts, you may send your transcript to KDELicensure@education.ky.gov. Otherwise, choose EPSB or Education Professional Standards Board off the drop-down list.
- Create a Kentucky Educator Credentialing System (KECS) Account if you have not already done so.
- Follow the prompts in the application wizard to apply for Initial Kentucky Certification (CA-1).
- Contact the University to verify completion of the educator preparation program.
- Make the appropriate payment for certification fees through the KECS online payment service.
- Submit the application.

Temporary Provisional Teacher Certification
Candidates who enrolled in an alternative initial teacher education program are eligible to apply for a temporary provisional Kentucky teaching certificate.
- Upon admission to your alternative certification program, send an official copy of your undergraduate/graduate transcripts to the Education Professional Standards Board.
NOTE: The EPSB recommends using the National Clearinghouse to send transcripts. If using a 3rd party provider that requests a recipient email to send transcripts, you may send your transcript to KDELicensure@education.ky.gov. Otherwise, choose EPSB (Education Professional Standards Board) from the drop-down list.
- Create a Kentucky Educator Credentialing System (KECS) Account if you have not already done so.
- Select Profile>Applications to complete Applicant sections of Temporary Provisional Certification Application (CA-TP).
- Contact university for verification of enrollment in educator preparation program.
- When all sections of application are complete, submit the application.

NOTE: This application will be initiated by the employing school district. Please reach out to your employer to begin CATP when hired.
