MSU Board of Regents Holds Quarterly Meeting
The Morehead State University Board of Regents held its quarterly meeting on Friday, Nov. 21, 2025, at MSU at Mt. Sterling, located in the Montgomery County Board of Education Building.
The session featured committee meetings, campus recognitions, reports, and action items from University leadership.
During the Audit Committee meeting, Regents reviewed the University’s 2024–25 audit report, received the annual report of the president’s expenses, and considered a proposed contract for student health clinic services.
The Board also recognized standout members of the MSU community, honoring Vice President for Student Affairs Russell Mast for staff excellence and Associate Professor of Social Work Dr. Monica Himes for faculty achievement.
MSU President Dr. Jay Morgan presented several recommendations and updates, including reports on the 2024–25 fiscal year, fall housing, and the freshman class. Regents also heard about planned upgrades to Phil Simms Stadium, a project aimed at enhancing the student and fan experience.
The Board approved multiple items on the consent agenda, including:
- Minutes from the Oct. 17, 2025, meeting
- Amendments to PAc-22
- Naming of the Equine Health and Education Center
- Approval of the University’s organizational chart
- Asset preservation projects
- Coaching contracts
Additional recommendations included accepting the University’s 2024–25 audit report, ratifying the amended operating budget, and approving amendments to both the Board’s bylaws and the University mission statement.
Following the open session, the Board entered a closed executive session under KRS 61.810(b) and (c) to discuss future real estate disposition and pending litigation. No action was taken during the closed session.
